Eén van die onderwerpen is de verhoging van het collegegeld voor langstudeerders. Na een korte discussie op Twitter met Berry, een oud klasgenoot, kwamen er al snel achter dat er nogal een wildgroei is over wat dat wetsvoorstel nou precies betekent. Dus hebben we het wetsvoorstel er bij gepakt. En dat levert de volgende samenvatting op.
Basis en verhoogd tarief
Er komt een basis en een verhoogd tarief voor het collegegeld. In het wetsvoorstel mag een hogeschool of universiteit zelf de hoogte van het basis en verhoogd tarief voor het collegegeld vaststellen, binnen een door de overheid bepaald minimum en maximum.
Bedragen basis en verhoogd tarief.
Er blijft een verschil in hoogte van het collegegeld tussen voltijd en deeltijdstudenten. Het bedrag voor deeltijdstudenten mag niet hoger zijn dan dat voor voltijdstudenten.
Voor het volledige collegegeld (voltijd studenten) geldt:
Het basistarief wettelijk collegegeld voor schooljaar 2011-2012 is 1.713 euro.
Het verhoogde tarief wettelijk collegegeld voor schooljaar 2011-2012 is 4.713 euro.
Voor het gedeeltelijk collegeld (deeltijd studenten) geldt:
Het basistarief is minimaal 961 en maximaal 1.713 euro.
Het verhoogde tarief is minimaal 3.968 en maximaal 4.713 euro.
Verhoogd tarief bij ‘langstuderen’
Er geldt een verhoogd tarief van het collegegeld voor studenten die:
– meer dan 5 jaar doen over een bachelor of master studie van 240 studiepunten.
– meer dan 4 jaar doen over een bachelor of master studie van 180 studiepunten.
– meer dan 3 jaar doen over een master studie van 120 studiepunten.
– meer dan 2 jaar doen over een master studie van 60 studiepunten.
– langer zijn ingeschreven dan het aantal studiepunten van een opleiding gedeeld door 42, vermeerderd met een jaar. => (studiepunten / 42) + 1 jaar
Tweede studie
Als je na je bachelor of master nog een studie op het gebied van onderwijs of gezondheidszorg volgt, val je onder de regeling die hierboven staat. Dit is een maatregel bedoeld om de krapte op de arbeidsmarkt in die sectoren tegen te gaan. In alle andere gevallen betaal je een instellingscollegegeld, zoals dat nu ook al het geval is. De hoogte van dat bedrag wordt vastgesteld door het bestuur van de opleiding, maar is minimaal zo hoog als het volledige basistarief.
